Minutes of 4/15/2014 Council Meeting

The Missouri City, Missouri, City Council held their monthly open meeting at the MCCA Building on April 15th 2014, at 7:30 pm.  Attending: Mayor Barry Moore, City Treasurer Lisa Webber, Water Bill Collector Brandon Gray, City Clerk Monte Railey and Council members Joe Selle, Lloyd Shockley,  Rocky Gross and Dee Dee Adcock.  Councilwoman Schelley Sue Smith was absent.  Residents Wilbur Webber, Brian Adcock and Shyanne Adcock also attended.

The meeting was called to order by Mayor Moore and minutes of the 2/10/2014 meeting were read and approved.   The March 10th Council meeting was cancelled due to lack of quorum.

Financial reports for February and March were read by the Treasurer and approved by the Council.  Bills to be allowed:

KCP&L – $695.68 four city accounts for February

Orrick Gas – $434.00 for 200 gallons at MCCA Building
Steven Wolcott – $75.00 for court appearance and phone call

Councilman Gross made a motion to pay the bills.  It was seconded by Councilman Selle and passed 3-0.

Old Business
Water project :  AGC Engineering will assist with submission of application for Grant Writer/Administrator.  The CDBG Grant request is currently going through the review process in Jefferson City.  The City Clerk will schedule a meeting for him and the Mayor with ACG.

Water Street is ready for grading and reopening after being closed to due water leak damage and repairs.  Joe Selle will do the necessary work.

Lisa Webber relayed constituent questions regarding the water project:   (Q) Can homeowners contact the project contractor about new connections from meter to houses?  (A) Yes, once the contractor is known and construction is starting.  However, the City would not have any part in those arrangements.  (Q) Will there be another water rate increase associated with the project?  (A) Yes, but it will not occur until final costs are known after Grants are awarded and loan figures are determined.

New Business
Outgoing Ward Four Council Lloyd Shockley was applauded for his service to the City and Dee Dee Adcock was sworn in as his successor.  Joe Selle was sworn in for a new term representing Ward Two on the Council.

Shyanne Adcock addressed the Council regarding plans for a City improvement project as her Girl Scout Gold Award Project.  She will plan and initiate the project and the City would carry on.  The Council agreed to hear her plans when they are finalized.

The Council agreed to start future meetings at 6:30 to accommodate Councilwoman Dee Dee Adcock’s early work schedule.

The City Parade is schedule for 10 am on Saturday, May 3rd.

City clean up day:  The Council reviewed Deffenbaugh pick up options from the September 2013 meeting.  The Council preferred a dumpster drop with security to ensure only residents are involved.  Mayor Moore will confirm rates and scheduling with Deffenbaugh before further plans are made.

Deputy Allen with the Clay County Sheriff Department has replaced Deputy Norris for City paid patrol.  He will work with Deputy Tyler Edwards.

Speed bumps have been requested on Gano Street and at Bluff and JJ Hwy.  Others will added or removed as requested.

Lloyd Shockley reported the fence in the City park needs replacement parts.  Mayor Moore will take inventory and order needed parts.

The Council agreed to investigate adding a proposal for a City Sales and Use tax to the November 2014 ballot.  Councilman Gross will consult with City Attorney Steven Wolcott regarding the next step.  The City Clerk will confirm the deadline for November ballot issues.

Sue Selle advised the Council that the Lions Club is not meeting regularly and is unable to buy supplies for the MCCA Building.  The Council agreed to fund supply costs in the future.

A motion to adjourn was made by Councilman Adcock and seconded by Councilman Selle.   Meeting adjourned.

Next meeting is scheduled for 6:30 pm on Monday , May 12th, 2014, at the MCCA Building.
